Note on procedure to be adopted on the arrival

of the Governor.

It was agreed that on the day of his arrival by air, Sir Mark Young will proceed to the Council Chamber, where in the presence of senior Government officials, members of the Executive and Legislative Councils, and representatives of the public, a Proclamation will be read by the

Commander in Chief (or his representative) revoking Military Proclamation No. 1, and thus terminating the military administration. The Commander in Chief will then proceed to make a brief address of welcome, to which the Governor in the course of a formal reply will make the announcement regarding a revised Constitution.

Either immediately following on this ceremony or after a brief interval the Governor, with the assistance of the Executive and Legislative Council, will then proceed to enact such urgent

legislation as is required immediately. This will include an Inde unity Ordinance, and Ordinance continuing those provisions of the Military Proclamation which it is desired to retain, and an Ordinance continuing for a limited period the

Military Courts, and enabling cases pending before British Military Courts to be

committed to the Supreme Court in lieu of the General Military Court.
